It appears the original stitching for the insignia and collar tabs had deteriorated but then reapplied. The tabs were pinned on. One button is off but still present in the pocket. The markings have faded away.
This came from a vet and collectors collection that had passed away. It's a small size.
I would not were it. This jacket appears custom made for a Heer Unteroffizier which is an junior NCO rank. Most likely it was his ausgehenanzug which is a walking out uniform for dress occasions.
